Manipur Files



Fratricidal clashes in Manipur have resulted in over 80 deaths, hundreds missing, and thousands displaced.

The clashes were triggered by a High Court direction regarding the recommendation for Scheduled Tribe (ST) status for the Meitei community, who wanted access to job quotas and land buying rights in reserved areas.


The violence involved radicalized Meitei groups, supported by the state administration and police, targeting the Kuki community.

The crisis of unemployment in Manipur, with high rates and lack of job opportunities, exacerbates the tensions between ethnic communities.


The Indian capitalist system is failing to provide relief and development to the oppressed masses, resulting in exploitation and curtailed rights.


The formation of modern nation-states in India, including Manipur, was influenced by arbitrary colonial borders that divided communities and created disharmony.


Manipur has a complex history of Meitei dominance, tribal discontent, and ethnic tensions, further fueled by Hindutva ideology.


The BJP government's policies, such as forest reserves, encroachment removal drives, and proposals favoring the Meitei community, have caused insecurity and discontent among the tribal communities.


The clashes have led to calls for a separate state for the Kuki-Chin-Mizo-Zomi tribes and have ignited ethnic conflicts in the entire Northeast region.

The problem stems from unresolved historical prejudices, uneven development, lack of democratization, and the crisis of Indian capitalism, which successive governments have failed to address effectively.


In the context of the violence in Manipur, the role of the "Double Engine Sarkar" can be analyzed as follows:


Policy Influence: When the same political party or alliance holds power at both the central and state levels, it can exert significant influence over policy decisions and administrative actions. In the case of Manipur, where the Bharatiya Janata Party (BJP) was in power both at the central government and the state government, it had the ability to shape policies and decisions that could impact the situation on the ground.


Responsiveness: It is claimed that the "Double Engine Sarkar" provides an opportunity for coordination and quick response to emerging issues. However, in the case of Manipur, the response of the BJP-led government was inadequate, and it failed to effectively address the escalating violence. The delayed visit of Union Home Minister Amit Shah to the state suggests a lack of timely intervention by the central government.


Political Narrative: It is claimed that the "Double Engine Sarkar" can influence the political narrative and discourse around a particular issue. In the case of Manipur,  the BJP Chief Minister N Biren Singh attempted to further fuel the fire by making statements about the army gunning down Kuki terrorists. This narrative could have potentially exacerbated the tensions and deepened divisions between communities.


Alleged Government Support: There are widespread allegations that certain Meitei outfits responsible for the violence had government blessings. If true, this could indicate a level of support or patronage from the ruling party or government, which may have contributed to the escalation of violence.
