Assured access to and control over basic resources of farming which includes land, water, fertilizers and pesticides, credit and crop insurance and farming technology and assured market of their products can not be guaranteed to small farmers through the policy of bourgeoies state.
It was the proletarian state in USSR which provided all those means to small farmers organized in a co-operative society. Also the state used to ensure purchase of substantial products of farmers. This could happen because state owned all those means of production.
In bougeoies society, the above can be assured only in report such as Swaminathan Commission.
