भारत के नियंत्रक एवं महालेखा परीक्षक (CAG) ने सरकार की प्रमुख स्वास्थ्य बीमा योजना आयुष्मान भारत-प्रधानमंत्री जन आरोग्य योजना (PMJAY) में कई खामियां उजागर की हैं।
8 अगस्त, 2023 को संसद में पेश की गई एक रिपोर्ट में, CAG ने कहा कि योजना में धोखाधड़ी के कई मामले थे, जिनमें शामिल हैं:
डुप्लिकेट लाभार्थी: CAG ने पाया कि 7.5 लाख से अधिक लाभार्थी लाभार्थी पहचान प्रणाली (BIS) में एक ही मोबाइल नंबर से जुड़े हुए थे। इससे पता चलता है कि योजना में डुप्लिकेट पंजीकरण हुए होंगे।
मृत मरीजों का इलाज: सीएजी ने पाया कि कुछ मामलों में ऐसे मरीजों को इलाज मुहैया कराया गया, जिन्हें पहले ही मृत घोषित कर दिया गया था। इससे पता चलता है कि योजना को धोखा देने के लिए अस्पतालों और लाभार्थियों के बीच मिलीभगत हो सकती है।
अमान्य मोबाइल नंबरों का उपयोग: CAG ने पाया कि 1.39 लाख से अधिक लाभार्थी अमान्य मोबाइल नंबरों से जुड़े हुए थे। इससे पता चलता है कि ये लाभार्थी वास्तविक नहीं रहे होंगे।
अस्पतालों द्वारा अधिक शुल्क वसूलना: सीएजी ने पाया कि कुछ मामलों में, अस्पताल योजना के तहत मरीजों से अधिक शुल्क ले रहे थे। इससे पता चलता है कि योजना को धोखा देने के लिए अस्पतालों और बीमा कंपनियों के बीच मिलीभगत हो सकती है।
सीएजी ने योजना के क्रियान्वयन में पारदर्शिता की कमी पर भी चिंता जताई है. रिपोर्ट में कहा गया है कि लाभार्थियों की प्रामाणिकता को सत्यापित करने और यह सुनिश्चित करने के लिए कि वे योजना के लिए पात्र हैं, कोई उचित तंत्र नहीं था। इससे धोखेबाजों के लिए योजना का फायदा उठाना आसान हो गया है।
CAG की रिपोर्ट में आयुष्मान भारत योजना के क्रियान्वयन पर गंभीर सवाल उठाए गए हैं. सरकार को रिपोर्ट में उजागर की गई धोखाधड़ी और अनियमितताओं को दूर करने के लिए तत्काल कदम उठाने की जरूरत है। अन्यथा, योजना अपनी विश्वसनीयता खो देगी और अपने उद्देश्यों को प्राप्त नहीं कर पाएगी।
उपरोक्त के अलावा, CAG रिपोर्ट में यह भी पाया गया कि:
कुछ राज्यों में इस योजना को समय पर लागू नहीं किया गया।
लाभार्थियों में योजना के प्रति जागरूकता की कमी थी।
योजना की ठीक से निगरानी नहीं की गई और इसके प्रदर्शन पर नज़र रखने के लिए कोई प्रणाली नहीं थी।
CAG की रिपोर्ट आयुष्मान भारत योजना के लिए बड़ा झटका है. इससे योजना की गंभीर खामियां उजागर हो गई हैं और इसके भविष्य पर सवाल खड़े हो गए हैं। अगर सरकार इस योजना को बचाना चाहती है तो उसे सीएजी रिपोर्ट में उठाई गई चिंताओं को दूर करने के लिए तत्काल कदम उठाने की जरूरत है।

The CAG has also raised concerns about the lack of transparency in the implementation of the scheme. The report said that there was no proper mechanism in place to verify the authenticity of beneficiaries and to ensure that they were eligible for the scheme. This has made it easy for fraudsters to exploit the scheme.
The CAG's report has raised serious questions about the implementation of the Ayushman Bharat scheme. The government needs to take immediate steps to address the fraud and irregularities that have been highlighted in the report. Otherwise, the scheme will lose its credibility and will not be able to achieve its objectives.

The CAG report is a major setback for the Ayushman Bharat scheme. It has exposed the serious flaws in the scheme and has raised questions about its future. The government needs to take immediate steps to address the concerns raised by the CAG report if it wants to save the scheme.
